March 4, 2005: BEIJING +10 NEWS ALERT!!! THE COMMISSION ON THE STATUS OF WOMEN UNEQUIVOCALLY REAFFIRMS THE BEIJING PLATFORM FOR ACTION!
US WITHDRAWS ITS ANTI-SEXUAL AND REPRODUCTIVE RIGHTS AMENDMENT!!! Earlier today, the United States failed to break solid international consensus supporting reaffirmation of the Beijing Platform for Action, and withdrew its controversial proposed amendment to the Draft Declaration of the Beijing +10 proceedings currently taking place in New York. The US language sought to “reaffirm that the Beijing Platform and the outcome of the 23rd Special Session of the General Assembly (Beijing +5) “do not create new international human rights and do not include the right to abortion.” The US decision to withdraw its anti-human rights amendment marks a significant victory in support of women’s human rights worldwide.
Although the US delegation did not have the public support of any member state, they had refused to join the consensus that had formed in support of the Draft as it had been issued by the Bureau of the Commission on the Status of Women. In a remarkable show of solidarity, countries across all regions have resisted US pressure to break consensus, and have stood together in support of the full range of women’s human rights as laid out in the Beijing Platform.
The Declaration, which reaffirms the Beijing Platform and the Beijing +5 outcome document, was adopted at 5pm this afternoon at the Commission on the Status of Women.

UN Regional Meetings
Past UN Regional Meetings
- UNECE
Regional Preparatory Meeting: The Economic Commission of Europe
recently met in Geneva to discuss both implementation of the Beijing
Platform for Action and plans for the Beijing +10 review (to be
held in March 2005). While government delegations met on December
14th and 15th, an NGO Forum was held for two days prior to the
official governmental meeting. Four general topics were addressed
in both meetings: Women and the Economy, Institutional Mechanisms,
Trafficking and Emerging Issues. The Center for Womens Global
Leadership convened the Emerging Issues section of
the NGO Forum. In that session, participants were asked to identify
and meet in small groups to discuss critical issues that were
either not represented well in the Beijing PFA or which have emerged
since 1995 as important areas of concern. Among the topics addressed
in the NGO Forum Emerging Issues session were: Militarism, Fundamentalisms,
Sexual Rights, HIV/AIDS, Information/Communications/Technology
and Public Services. Participants also noted the concerns of particular
constituencies, including Romany, Indigenous, lesbian and bisexual,
younger and older women, women with disabilities and widows.
Two reports from the NGO Emerging Issues session are linked below:
the first is a short report that is included as part of the official
NGO annex to the ECE government report; the second is a longer
version of the same report, and contains richer detail about participants
concerns. Text in both versions comes in large part from the working
groups themselves. In addition, Executive Director, Charlotte
Bunch delivered a short presentation on Emerging Issues during
the governmental session. Her speech is linked below, as well.

Although
the United States delegation to the ECE meeting joined consensus
in support of the Chairs Statement, the US issued an Explanation
of Position (EOP) during the closing session of the meeting.
In its two-page statement, the US comments on abortion, sexual
rights, abstinence, fidelity, quotas, and parents
rights. Text of the US ECE statement closely parallels US Explanations
of Position from other recent Beijing+10 and ICPD+10 UN regional
meetings. The US sought to have their EOP included in the ECE

- The following paper by journalist and former New York Times
UN reporter Barbara Crossette discusses the history of the
UN Millennium Development Goals in relation to the omission
of references to reproductive health. The paper traces the
development of the MDGs in a climate increasingly hostile
to women's sexual and reproductive rights and health, and
tracks controversies surrounding inclusion of references to
reproductive rights that had been approved by governments
in the 1990s at the International Conference on Population
and Development (Cairo) and the Fourth World Conference on
Women (Beijing). The paper was commissioned by the Hewlett
Foundation, and issued in December of 2004. "Reproductive
Health and the Millennium Development Goals: The Missing Link"
